My thoughts from reading the book was that Deneen essentially attacked a straw-man of liberalism. What he attacked was modern technocratic (progressive) governance, which although is sometimes described as ‘liberal’ in modern American politics, is very different from ‘liberalism’, and which only has a history of several decades at most. This mode of governance was certainly not supported by Locke, Hobbes, Mill etc.
