In the current scenario, I think "being suppressed by the authorities for political reasons" certainly doesn't apply here. As for "not well funded by self-interested commercial forces", I think it applies to a great extent, unfortunately. The reason why many people have partisan ideas is because they got them from consuming partisan media that is well funded. They consume paid for partisan media, and then reproduce and/or consume more of those viewpoints even in the free and uncensored media. In other words, non-partisan voices are "suffering from small interested audiences" as a downstream result of the existence of well funded and increasingly biased partisan media.

We need to find a way to break through this, because the liberal promise of free speech leading to a good order requires that ideas be freely flowing and competing on a roughly level playing field. The well funded partisan media has created separate echo chambers so that people don't even live in the same reality anymore. This will lead to an inability to build sound consensus and good order. This is why we need to disrupt the partisan echo chambers. Given the serious implications here, I believe we must try to change things, even if it is going to be difficult. If the status quo is going to lead us off a cliff, it can't be just accepted. Giving up is not an option.
